Pascal Keiser

Pascal Keiser develops and directs cross-disciplinary projects at the intersection of culture, society and economics. He is co-founder and general coordinator of French Tech Culture from 2013 to 2017, the French government’s national label for culture and digital technology. He is co-founder of The Bridge, a European accelerator for start-ups working at the intersection of culture and technology in Avignon, and was director of Technocité Creative Industries Knowledge Centre in Mons from 2007 to 2017.

He directed the digital programme for Mons 2015, European Capital of Culture, and was artistic director of the Micro-Folies digital museum in La Villette.

He is a member of the steering committee of the European Commission’s new H2020 programme VERTIGO STARTS, led by Ircam with EPFL Lausanne and Fraunhofer, among others. This programme aims to create new relationships between artists and the best European and global innovation platforms.

Pascal Keiser is also the founder and president of the Manufacture Collectif Contemporain at the Festival Off d’Avignon and teaches in a Master’s degree in cultural development strategy at the University of Avignon. He also lectures at various universities (State University of New York) and festivals (SXSW) internationally.

In December 2021, he was appointed General Commissioner of Bourges 2028 [archive] to lead the bid by Bourges, the Cher department and the Centre-Val de Loire region to become European Capital of Culture in 2028[19].

On 3 March 2023, Bourges was selected alongside the cities of Clermont-Ferrand, Montpellier and Rouen for the final selection for the title of European Capital of Culture 2028[20].

On 13 December 2023, Bourges 2028 was awarded the title of European Capital of Culture 2028[21],[22],[23] by the panel of European experts, a title it will share with the cities of České Budějovice for the Czech Republic and Skopje for North Macedonia. The project is based on an alternative model that promotes people-sized cities in France and Europe, citizen governance based on the principle of random selection, a low-carbon model[24] for public transport across Europe and in rural areas, the definition of a global carbon budget for the event and per visitor, the creation of rights for nature and the establishment of a European city of artists, a resource centre to support pan-European creation, a legacy project of Bourges 2028.

Pascal Keiser is taking on the role of artistic director (as a consultant) for the special cultural year 2025 to mark the 25th anniversary of Avignon as European Capital of Culture. Pascal Keiser, who has been a member of the strategic committee since the project was launched in 2023 (alongside Tiago Rodrigues, Greg Germain and Françoise Nyssen), gathers for the occasion more than 200 cultural actors from Avignon, and is also responsible for bringing the city of the Popes back into the network of European Capitals of Culture.
